Nelson Mandela Bay problem building by-law passed, but years late

The problem building by-law is a framework for dealing with dilapidated and problem buildings and land in Nelson Mandela Bay.

It was adopted in the 2018/19 financial year and promulgated the following year, according to two of the city’s annual reports.

In 2018, HeraldLIVE reported that “delays and several council meeting disruptions since March meant that the city could not adopt the new problem [building] by-law for months even though it was ready for approval”.

We rate this promise as kept in part because the by-law was brought before the council and adopted, but not “immediately or almost immediately” as promised.
