Joburg mayor Mpho Moerane made a rather bold promise about electricity delivery during his few weeks in office.
He promised a stable electricity supply and the ability to “alleviate stage one, stage two load shedding” because of a power purchase agreement signed with the Kelvin Power Station.
What came of it during the remainder of the term was a statement, released on 25 October, in which power utilities Eskom and City Power said they would “continue searching for a lasting technical solution which would result in City Power customers in the City of Johannesburg being partially excluded from load shedding”.
Verdict
Since the Kelvin Power agreement had not alleviated power outages in the city by the end of Moerane’s term, we rate this promise as broken.
